So, I downloaded the above zip file, extracted it to my desktop, created a "jdk" directory and moved the "bin" folder inside it, then ran the uninstaller again. There is a DLL that the installer uses to make (and remove during an uninstall) the registry entries. For those of you that don't know about Java Error 1723, let me explain. I tried using the recommended fix, it didn't work, and the multiple Windows technicians they tried to do the same thing.
