I was able to make it work after wiping out my user dir and restarting NetBeans a couple of times. What are the file permissions? To avoid the error altogether, the file should be moved (not copied) from another location on the same disk. For me, the cause was that I had catalina-6.0.43.jar included in my WAR file. there are non-windows instances of this exception.
